 When browsing a page with a large number of graphics, clicking above or
 below the thumb on the vertical scroll bar will often cause a double-
 scroll as if the user had clicked twice.  This can make navigating some
 pages - especially our Activities/All page - quite annoying.

 The problem seems to only occur on pages with a large number of graphic
 elements (or possibly a number of links?  I'm not sure which) and does not
 appear on simple pages that are just large.

 The problem appears in Browse and I cannot reproduce it in Firefox.

 Tested with Browse v98 (bundled version) and Firefox v6 on Build 766.
