 This probably has nothing to do with #8741, but not only have I seen "as
 if the user had clicked twice" with vertical scroll bars in a non-graphic
 screen -- I was surprised at experiencing "as if the user had clicked
 twice" also with *horizontal* scroll bars in a non-graphic screen.
