 Having sat through many a first-boot session, I think we really really
 don't want to add anything that could make it more complicated. The photo
 as option is something that could be added optionally to first boot, but
 to require it is to add more time and complexity to something that is
 already a lot to ask of first-time users.

 Regarding the privacy concerns, presumably these data could be restricted
 to the local mesh--do we even have a mechanism to do otherwise?--and to
 people you explicitly invite as friends.
