> I agree that the menus and behaviors should be consistent across
applications. (For example, the sharing with list is always on the right
and the clipboard copy/paste menu is always on the ... left?) However, in
applications that do not support these features, there is no need to
display these menus. For applications that do support these features,
they could (should?) be part of the application toolbar. This would make
the sugar toolbar unnecessary for activity mode.
The Frame has one main purpose: to serve as an element which persists
independent of the current view (for instance, the current activity).
This means both that it provides a place for meta-information (such as the
list of activity participants) and a way to span the gap between any two
activities (such as copying in one and pasting in another). It's true
that some activities might not support sharing, but that is the goal for
all of them, and we hope that most will eventually. It's true that a few
activities might not support copy and paste, but almost all will support
copy, and the clipboard is a fundamental part of the UI paradigm. I think
that these both deserve their position in the Frame.

Toolbar Hiding] would work. Are there any applications that take
advantage of this yet? The implication is that moving to the *edge* of
the screen would produce one set of menus, but moving to the *corner* of
the screen would produce a different set of menus. I think that is more
complex than it should be.
This was an idea on the table in the early days of toolbars, which we've
since thrown out for the reasons you mention. The HIG is unfortunately a
bit out of date.
