 In case you need further arguments in support of Eben's position, if the
 network connection is not established before the update panel is opened,
 you have to close two panels in order to access the neighborhood view
 first in order to create a connection (just happened to me on 2260); but
 far worse, those situations where bandwidth is expensive, we probably
 don't want a school full of XOs asking for updates over the network
 without explicit action. (BTW, there are problems with the updater, which
 I will address in a separate ticket.)
