Comment:

 Mitch, is this a reasonable suggestion from Vance: it appears on the
 surface to me to be one.

 In theory, we should be trying to make all changes by B3 that include
 manufacturing changes.

 Mitch, is BTest-3 a milestone we can make on this suggestion?

 We certainly owe Vance an answer sooner rather than later.
