 I think  a longer timeout would be perfectly acceptable, as I too think
 that spatial relationships to the elements in the frame could be very
 strong.  I don't think that this is in any way incompatible with Ivan's
 comment regarding placing the scrollbars on the edges of the screen; the
 spec for the frame just hasn't been matched yet.

 The frame should be activated only when:

 * The cursor is on the edge-most pixel of the display
 [[BR]]* The cursor is moving sufficiently slowly
 [[BR]]* The cursor is not actively engaged with anything on screen

 The third point is important, since it means that anytime someone clicks a
 button, or drags a scrollbar, etc, the delay on the frame should be reset.
 Thus, while you're dragging the scrollbar, the frame should never appear.
 And, since the scrollbar sits on the edge-most pixel anyway, it is easy to
 hit, and therefore easy to grab well within the delay time for frame
 activation.
