 This was not due to process breakage.  This was a conscious decision at
 7pm on a Friday that a respin on 653 wasn't warranted just for q2d07 since
 Quanta could/would do this out-of-band.

 We can argue whether this decision was a mistake, but it wasn't an
 oversight.  The 653 process as a whole was rushed.  It did not adhere to
 any release process.

 q2d07 has been sitting in joyride for quite some time.  It will make it
 into update.1.  That was the plan, there is no problem there.

 Folks in the field *simply cannot upgrade to 653*.  This was very clear.
 653 was factory only, or a complete reflash.  If we really intended to use
 653 to get q2d07 to users outside the factory, we should have discussed
 this.
