 I have no memories of such a decision or discussion.  Maybe that was just
 a oversight or the heat of battle.

 Our goal is to get this process well enough documented that anyone can
 execute the process, including, eventually, countries in the field.

 I would like the entire process for the Update.1 release done by Dennis,
 as the *first* step toward making that potentially possible, as a proof of
 principle.  If there are logistical issues, let's fix them. So long as our
 processes are not written down, and followed, and just between your ears,
 we're in a dangerous situation one car or truck away from disaster.
