 Well, I don't think this is in conflict with the frame key.  When the
 frame is explicitly toggled on, it's fixed and none of the other rules for
 mouse-to-corner and mouse-out apply.  As far as the use case with the
 frame key and activity launching, I'm not sure thats the more frequent
 option.  I suppose it really depends on personal preference, but I
 personally find it much quicker to use the lower left hot-corner since it
 requires only one click instead of 3 (counting key presses) and doesn't
 require moving the hand from the trackpad.  Also, again, if you toggle the
 frame on permanently with the key, as in your example, it will remain
 visible until explicitly hidden again, which makes the two cases (with and
 without use of frame key) behave more similarly.
