 'm beginning to se your point, which runs counter to my interpretation of
 the frame key.  (It was previously an absolute override which would keep
 the frame persistently visible until explicitly dismissed.) It makes the
 Frame key no less permanent than corner activation, and maybe that makes
 sense.  Still, I think we can specify the behavior so that it's
 consistent.  Let's try the following:

  1. Show Frame via hot corner or via frame key
  2. Wait until the cursor is within the frame (implicit when toggled via
 corner)
  3. Hide frame when cursor is outside of the Frame for some short delay
 period

 This keeps the frame visible which the cursor remains inside it, which I
 feel is important, but also keeps the behavior identical for both
 invocation methods.  Of course, pressing the frame key again before step 2
 or 3 is reached would hide the Frame again.
