[OLPC Brasil] Sugar in Brasil

Hello Walter,

Sorry about the delay in giving a reply to your e-mail. Is that the
initiatives in support of educational laptops in Brazil are really moving on
and very complete answer requires research.

Firstly I want to emphasize the difficulty of gaining the Brazilian
academics. They prefer to engage in their own projects, and even those based
on Free Software just overlooked by knowledge of the model or the desire to
create something "new" and "different."

I was at the XXI Simpósio Nacional de Software Livre & I Encontro de
Software Livre na Educação in November now, and I realized that absolutely
no one knows the Sugar in computing are. Despite being interested in the
expansion of educational laptops in Brazil.

So, the research are very elementary and based on the analysis of the
situations imposed by practical use, with little reflection on the pedagogy
itself. There is an overview of the impact of laptops in schools. There is
much more specific analysis of some of its effects.

The manufacturers of these laptops only meet the requirements of the
bidding. Usually they hire consultants to build a Linux's flavor that meets
the bidding. The programs don't have any adjustment or support.

Because there is a "consensus" that users prefer Windows, the interface is
KDE-based environment and reproduces from Microsoft. The few locally
developed programs follow the same paradigm.

How to change it? As get Sugar in the Brazilian Sugar in laptops?

Fortunately the Federal Government has felt the lack of truly innovative
solutions and is fueling several initiatives to study and improve the school
experience with laptops.

I list below these initiatives. I think it's possible to SugarLabs find
partners in Brazil to help the Sugar to be recognized as a solution accepted
by the Ministry of Education and also lead the researchers and developers to
develop within the new paradigms of this platform.

1. Until the day in February 2011 the Ministry of Education (MEC, in Brazil)
is accepting proposals for research on the use of laptops in education. To
enroll you must be a Doctor/PhD linked to an institution (university,
college, charity) and have worked with educational projects.
I think this is a great opportunity to enter the Sugar in brazilian
academy's research and software as one of the laptops.

2. The MEC also periodically endorse Technology solutions for Education. The
last case in 2009. But others should happen in 2011. The solutions adopted
are more likely to be used in the MEC and suggested initiatives for
municipalities and schools.
Any individual or organization may participate.

3. The Portal do Software Público is an initiative go to support the
Brazilian Government, disseminate and promote the Free Sotware in public
administration. Dozens of developers, businesses and public institutions
have joined and have a page on http://www.softwarepublico.org.br.
The SugarLabs could also do this partnership with the Brazilian government
to give greater visibility to the Sugar and ease of installation and support
of the platform.
The main users of the Public Software Portal are the cities and it also has
branches in Latin America and Africa.

Desculpe a demora em dar uma resposta ao seu e-mail. É que as iniciativas em
prol dos laptops educacionais no Brasil estão realmente avançando muito e
uma resposta completa demanda um pouco de pesquisa.

Em primeiro lugar quero enfatizar a dificuldade de se conseguir a adesão dos
acadêmicos brasileiros. Eles preferem se envolver em projetos próprios, e
mesmo aqueles baseados em Software Livre acabam negligenciados por
desconhecimento do modelo ou pelo desejo de se criar algo "novo" e
"diferente".

Estive no XXI Simpósio Nacional de Software Livre e no I Encontro de
Software Livre na Educação, em novembro agora, e percebi que absolutamente
ninguém da área da computação conhece o Sugar, apesar de se interessarem
pela expansão dos laptops educacionais.

As pesquisas, então, são muito primárias e baseadas em análises das
situações impostas pela prática do uso, com pouca reflexão acerca da
pedagogia em si. Não há uma visão global do impacto dos laptops nas escolas.
Há muito mais análises pontuais de alguns dos seus efeitos.

Os fabricantes destes laptops apenas cumprem as exigências das licitações.
Normalmente eles contratam consultorias em Linux para montar uma
distribuição que atenda ao edital. Os programas tem qualquer adaptação ou
suporte.

Como há um "consenso" de que os usuários preferem Windows, a interface é
baseada no KDE e reproduz o ambiente da Microsoft. Os poucos programas
desenvolvidos localmente seguem o mesmo paradigma.

Como mudar isso? Como integrar o Sugar nos laptops brasileiros?

Felizmente o Governo Federal tem sentido a falta de soluções realmente
inovadoras e está fomentando diversas inciativas para estudar e melhorar a
experiência escolar com laptops.

Vou listar abaixo estas iniciativas. Acho que é possível ao SugarLabs
encontrar parceiros no Brasil que ajudem o Sugar a ser reconhecido como uma
das soluções aceitas pelo Ministério da Educação e que também levem os
pesquisadores e programadores a desenvolver dentro dos novos paradigmas
desta plataforma.

1. Até o dia fevereiro de 2011 o MEC está aceitando propostas de pesquisa
sobre o uso de laptops educacionais. Para se inscrever é necessário ser
doutor vinculado a alguma instituição (universidade, faculdade, instituição
filantrópica) e já ter trabalhado com projetos educacionais.
Eu acho que está é uma ótima oportunidade para inserir o Sugar na pesquisa
acadêmica brasileira e como um dos softwares dos laptops.

2. O MEC também periodicamente homologa soluções em Tecnologia da Educação.
O último processo foi no ano passado. Mas outro deve acontecer em 2011. As
soluções aprovadas tem maior chance de serem utilizadas em iniciativas do
MEC e sugeridas para as prefeituras e escolas.
Qualquer pessoa ou instituição pode participar.

3. Portal do Software Público é uma iniciativa go Governo Brasileiro para
apoiar, divulgar e promover o Sotware Livre na administração pública.
Dezenas de desenvolvedores, empresas e instituições oficiais se associaram e
mantêm uma página em http://www.softwarepublico.org.br.
O SugarLabs também poderia fazer essa parceria com o governo brasileira para
dar maior visibilidade ao Sugar e facilitar a instalação e suporte da
plataforma.
Os principais usuários do Portal do Software Público são as prefeituras e
ele também tem ramificações na América Latina e África.
