The popup window of which you write is called the 'Name this entry
dialog' and was added to Sugar in version 0.83.4 which was released on
21st January 2009.

Sugar 0.83.4 was a development release leading to the stable release
0.84, and the release notes for the stable release describe the change:

When updating test plans from Sugar 0.82 to Sugar 0.84, please ensure
they are consistent with the intended changes in Sugar 0.84.

I've tested the popup window on XO-1.5 and XO-1 builds based on Sugar
0.84, and it appears to be working normally.

Certain activities that do not use the Sugar toolkit may bypass the
requirement, which is what you observe with Etoys and Scratch.
