[Testing] PROPOSAL: New Meeting time

One of the issues with the current testing meetings is that they are not
accesable for many people who work or are at school during the day.

To solve this, would the following work:
Thursday or Friday (weekly) at 3:40 (earliest I could make it) or if round
numbers are liked then at 4:00

Any comments?
