I imagined this being implemented in Glucose, perhaps at the level of the
window manager.  I hoped that Activities would not have to be involved.
The ability of each window to modify the cursor does make things somewhat
more confusing.

One helpful note is given in the API doc page though: "By default a
gtk.gdk.Window uses its parent's cursor.".  This suggests that if we
change the cursor in the root window, the cursor will change unless it has
been explicitly overridden by the current window.  This seems to be the
sanest possible behavior.  If the root Window is a gtk.gdk.Window, perhaps
we can just use gtk.gdk.Window.set_cursor(cursor) on that Window.  That
would be easy.
