Yes, but involves coding in Python in the Sugar package.

As an alternative, preload the laptops with the access point to use;

For fully managed laptops, e.g. with pdsh over ssh, reach out to each
laptop in a group, and work on /etc/NetworkManager/system-connections/

- delete the networks you don't want it to associate with
  automatically,

- create a network corresponding to the access point,

- reboot.

Similar might be done during reflash.
