Most people have a cultural preference for cities with static centre
and slowly evolving perimeter polygon.

The moving cities, such as the large boats, fleets, mobile mining
facilities, refugee camps, concentration camps, don't usually get
added to these data sets.

But give us time.  ;-)

The perimeter polygon would have a time dimension to it.
