Try entering this from sugar's terminal activity:

gconftool-2 --get /desktop/sugar/show_register

If false is returned, you could try toggling that setting with:

gconftool-2 --toggle /desktop/sugar/show_register

Hope that restores the right-click register option to the home view for
you.
