I'm going to bet that /etc/sysconfig/xs_httpcache_on doesn't exist, that
will result in the redirect rules for the proxy not to be added... 
Try running:
/etc/sysconfig/olpc-scripts/TURN_SQUID_ON 
that should create the /etc/sysconfig/xs_httpcache_on file and reload
the firewall rule set.
