Not sure what you mean by this. If a school server loses connection,
it is obviously unable to receive and apply new puppet manifests from
the mothership, but as soon as it comes back online it syncs just
fine.

What's that?
Will need some time to look into your other questions... but the
squidguard footprint is hard to measure, because I believe the way it
works is that squid executes the squidguard executable on every
request that comes in, which makes a quick judgement and then exits.
