Create a new course, and in the main course page view, "enable editing
mode", and then you'll see 2 drop-down menus in each course section.
Use those to add activities to the course - one of the possible
activities is a blog.

This blog module allows teachers to run course-centric blogs, and you
can also run a sitewide blog:

 - Admin -> Front page settings: enable content section (or something
like that, I don't remember some of the option names ;-) )
 - enable editing mode and you should see the same "add activity" dropdowns
