Sorted - and the activation responder works as expected.

I've manually added ifcfg-br0:0 with 172.18.16.1 as its IP address.
With this in place, down/up br0 and we are all go.

Adding a bit in network_config that if server_number = 1 also writes
ifcfg-br0:0 is left as an exercise for the reader :-)
