Yes. Speech synthesis works well enough for that.

Oh yes. It worked back then with 2 MB of hard disk space and
a 20 MHz processor. It may not satisfy audiophiles, but that's
not the point here.

With basic training, it should be at least possible to help
them understand parts of it.
