It's certainly legally free, being Free Software/Open Source. The
operating system is based on Fedora 7, with lots of stuff removed and
lots of experimental code added...
Don't get the LiveCD image, that is apparently out of date. See the
following links for more on emulation - should work in VMWare or qemu
etc - and don't hesitate to ask if you are trying to get it running.
