[Olpc-open] Working on "Community Building" article in the wiki

I have created a wiki article on Community building.  There are lots of
pieces in the wiki on how to build a community to support OLPC, but nothing
that tied them together.  this new article complements the "Getting Involved
w/ OLPC" article in that its purpose is to get more people involved in OLPC.
