As OLPC Oceania and SPC are working with the Government of Kiribati to
rollout a trial of 2000 XO laptops in the country in 2011,  it has come to
my notice that the closing date (Nov 10) is fast approaching for tenders to
work on the KIRIBATI EDUCATION IMPROVEMENT PROGRAM (KEIP). The KEIP is --

the framework within which key donors to the education sector will support
> the Government of Kiribati (GoK) to address its most pressing education
> issues over the next ten years. The donors participating in KEIP at present
> are AusAID, UNESCO and UNICEF.  The design and implementation of KEIP is
> underpinned by the Kiribati Education Sector Statement of Partnership
> Principles between the Government of Kiribati and the donors. The statement
> – approved by all parties – declares that education sector assistance will
> be guided by the principles of the Paris Declaration on Aid Effectiveness:
> country ownership and leadership; alignment with national development
> strategies; managing for results; harmonisation between donors and mutual
> accountability.  KEIP will focus resources on access to and the quality of
> schooling in Kiribati.

There is no mention of the GoK's cabinet decision and statement of July re:
starting an OLPC trial in any of the documents. We will have to work hard to
ensure we not only align with the KEIP but also that the donor partners are
fully aware of our plans and actions.

For our part, OLPC and its partners are committed to working with the GoK to
ensure ICT-for-education initiatives are given adequate attention to enable
them to contribute to the long term success of the KEIP, and in turn, to the
survival and protection of Kiribati's culture and the long term advancement
of its people.
