There will be an opportunity for those outside Illinois to offer
advice to the Senate Education Committee on improving the bill. It is
true that elected officials generally take the view that trying to
influence their votes from outside their districts is either
irrelevant or reprehensible, but they have no objection to being given
information. Or money for their campaigns.

It is also proper to express interest in the Illinois pilot project as
an example for your own state or country.
