Another thought might be to work with the sysadmins from Sugar Labs to
use the existing sugar labs download network.

The Sugar Labs download network serves http://download.sugarlabs.org/
and http://activities.sugarlabs.org//en-US/sugar/ a.sl.o is nearing
5million activity downloads:)

The Sugar Labs sysadmins can add aarnet.edu.au to the mirror
configurations so that all download requests from Australia are served
via the aarnet.edu.au mirror.
