Browse does not obey http_proxy

I agree about:config cannot be modified, having tried it myself, however
the settings stored in the filesystem could be.  They might be found in
/home/olpc/.sugar/default/org.laptop.WebActivity/data/gecko ... but I've
never tried this method.  I gather there is some automatic proxy
technique involving a .js file, but I don't recall the details.
