No, it isn't possible to set Write up so that it opens a blank page when
it is selected from the home view.
Write activity only knows it is being resumed from a journal entry, it
can't know whether the learner did this using the Home View or the
Journal.
Write could be changed to always open a blank page, but then it would
never open a saved document. ;-)
For interest, in Sugar 0.86 and later, one can hold the <Alt> key in the
Home View to force a start of new activity.

A deployment of Sugar 0.84 might be changed to turn off the resume by
default behaviour, bringing it into line with how Sugar 0.82 behaved. I
don't have the details handy though.
