Assuming XS-0.7, I think this is the package file you need:
http://mirror.centos.org/centos/6.2/os/i386/Packages/wvdial-1.60-12.el6.i686.rpm
You can download it to a USB stick, then run "rpm -ivh
wvdial-1.60-12.el6.i686.rpm" to install it on the XS.
