[Localization] Help activity

A new effort to make the Help activity capable of translation via
Pootle is being undertaken.

I have created projects in a few of the more complete languages (it is
a lot of strings) , but I will add any language where a localizer
would like to work on the Help Activity content.  Just ask and I'll
add a new language.

The content is still under review for accuracy and completeness in
English, so there may be changes introduced as things go along.  NB:
Please leave the English project to me as I am using it to track my
review process.

In particular, I've requested that they change the copyright/credits
listing to make it easier to work with and less redundant.

In some cases, one-off translated version of Help already exist in
various forms (French, Greek, possibly Spanish).  It might be a
time-saver in these languages to do a copy/paste process while
reviewing the strings, as well.  Let me know if you need help tracking
down existing translated content.
