[Localization] Peruvian Locales

Se adjuntan dos borradores de archivos local glibc para Quechua / Cuzco -
Collao (quz_PE) y Aymara / Aru (ay_PE).
Estos archivos ayudan a las computadoras Linux comprender cierta
información básica acerca de dónde están y qué idioma debe hablar y son muy
importantes para el uso de las traducciones a realizar.
Podemos trabajar en el perfeccionamiento de estos y presentarlos a la aguas
arriba de Gnome en el maratón.
Gracias a Amos Batto y Edgar Quispe para proporcionar información sobre los
nombres de los días y meses para estos primeros borradores.

Attached please find two drafts of glibc locale files for Quechua / Cuzco -
Collao (quz_PE) and Aymara / Aru (ay_PE) for use in Peru.
These files help Linux computers understand certain basic information about
where they are and what language they should speak and are very important
to the usage of the translations to be performed.
We can work on refining these and submitting them to the Gnome upstream at
the marathon.
Thanks to Amos Batto and Edgar Quispe for providing information on day and
month names for these early drafts.
