[Localization] Administrative update

Just a quick note on some administrative tasks going on in the background.

As most deployments are using a Sugar 0.84 (or more recent) build, I have
been identifying languages with open Glucose0.82/Fructose0.82 projects that
have few strings and migrating those completed strings to newer versions of
the files to preserve the work.  When all strings have been migrated I have
been retiring the 0.82 versions.  I am not doing this for projects that have
complete (or almost complete) 0.82 projects and there are no current plans
to make those more complete projects go away.   The point of this exercise
is to direct effort where it will do the most good, at newer versions of the
strings, while carefully preserving any work that had been done on older
versions.  If for some reason, a language requires the 0.82 string set
(although I can't imagine why), they will be made available for
localization.

Rafael continues to work on the git-Pootle connections and adding new Honey
Activities (words.po being the newest addition).

OLPC is planning an 11.2.0 build for release in June.

It would be good if we could get the Glucose/Fructose pairs for those
languages as complete as possible (and committed) by June.   In addition,
there are a growing number of Honey activities being included in testing of
those builds and L10n of those would also be ideal, so please focus on those
PO files in Honey.
