I don't think clicking the submit button will necessarily skip you forward
if there is nothing else to translate 9German being complete).

Try just clicking on the number 22 to move to that string.

Alternatively, use the Review tab and select hassuggerstion, to go to onl;y
those strings with pending suggestions (like 22).
