[Localization] Two Arabic sets of translations

Hi everyone,

I just noticed now we have a separate translation "Arabic (Syrian Arab
Republic)" (ar_SY) on the Pootle server, and I'm wondering why there is
a separate translation and when it was added.

All Arabic translations are done in standard Arabic which should be used
for all Arabic locales.
