[Localization] Attention Language admins

The release date for Sugar 0.88 is approaching fast, in just a few days on
March 31st:

This means the string freeze will be wrapping up soon and it is important
for language admins to perform their review and commit of their languages PO
files in Pootle.  There is a bugfix release coming in April and, of course,
translations after that date can be made available via language packs.
Still, a release date is an important milestone for localizers and language
admins to acknowledge with redoubled efforts to polish their projects for a
wider audience.
