[Localization] Dari (fa_AF) and Pashto (ps_AF) localization admin

Dear List,

Greetings from Afghanistan.  We have had some staff changes and I would
like to ask to change the localization admin in Pootle to the following
usernames:

Dari (fa_AF) - basheer1

Pashto (ps_AF) - orya

I'm the CEO of the Afghan IT company (PAIWASTOON) that is carrying out
the technical implementation work here in Afghanistan.  We have just
finished GCompris as well and that is being committed upstream through
GNOME, and we're also pretty close to having GNOME translated as well :)
