[Localization] A question about the workflow of translating activities.

A question about Ticket #1629.

I am developing the Kandid activity. In the last weeks I where
appending text to 'po/de.po' file. Directly to the file, not using
Pootle at translate.sugarlabs.org. English and German translation can
be completed by me.

Is this the wrong work flow?
Should I only use Pootle at translate.sugarlabs.org to add the German
translation?
