[Localization] Localization efforts needed

The Sugar release schedule for 0.86 (the next version) is on this page.

The reality is that translation jams are a good idea at nearly anytime after
string freeze. Even after the "official release date", the completed PO
files will be committed to the repository and be available for download (so
in essence, even though the code itself is frozen at the release, refreshed
PO files of the UI translations can always be added).
