[Localization] [ANNOUNCE] Sugar 0.86 release date slippage and a few more stuff

Hello,
As per http://wiki.sugarlabs.org/go/0.86/Roadmap#Schedule, the
schedule for Sucrose 0.86 has slipped by a week, and the final release
will happen on 25th of September (tarballs are due on the 24th, which
means that you have to commit completed translations by the first half
of 24th).

Also, there has been significant string additions to Turtleart
recently (just before string freeze), and I notice that most languages
have them untranslated. It would be awesome if you could translate the
strings by next Thursday and commit them.
