[Localization] Korean translation for Etoys

[Donghee Park]

Hi, I'm Donghee Park. One of the Etoys translator in korean. and I also contribute scratch. 

I want to translate other projects in pootle.
But I can't submit my translate file to pootle sever except for Etoys. 

Can I have the relevant rights in other projects?
