[Localization] Problem configuring Khmer as default keyboard

I have looked into this, and have not been able to pinpoint the exact cause yet.

There are such keyboard layouts such as Turkish, but they are
standalone (eg: no group-switch key).

Can you send me the output of the command

setxkbmap -print

to me ?
