[Localization] Two localization requests : OLPCorps notice update, GSOC notice

I've updated the OLPCorps notice to include some nice language from
Ben Schwartz who has been helping drum up contacts at African
universities and other educational institutions.  Thanks to everyone
who has helped with translation so far; please translate, update the
translations on the wiki, and pass it on.
