[Localization] Lack of localizers and admins

Done. Please note that the plural equations have only been added to
the sugar-toolkit PO file, since atm, AFAIK, we do not use plural
forms anywhere else Our current installation of Pootle has a bug with
plural forms, so I had to add it manually.
