[Localization] [Announce] Language Pack updates

Hello,
I fixed a few pending bugs in the Language Pack generator (thanks to
Ebru from the Turkish translation team and Myckel from the Dutch team
for bringing the issues to my notice).
A list of stuff fixed is at

Please test the newly generated packs in a recent build and let me
know if they break anything.

I am yet to put the sugar-update control panel module in the packs -
I'll do so within the weekend.
