[Localization] Calling all language admins

Hello,
I have started to work on a Administration Guide for Pootle admins -
you can find it online at
http://wiki.laptop.org/go/Pootle/AdministrationQuickStart
It's still a work in progress, but I have added a section on committing files.
Please review http://wiki.laptop.org/go/Pootle/AdministrationQuickStart#Committing_files,
and if you have not committed your translations, please do commit
asap, so that they go into the next sugar release.

There are a few languages which do not have commit links enabled -
I'll look into the issue and fix it by tonight.
