[Localization] translating "How to run a Jam"

We could use help translating the Jam workbook into Spanish, French,  and
other languages.   This might make a nice mini-document that gets updated
over time as more activities and ideas (and community review groups) take
shape.

For those running a jam in the near future, would you be interested in
revising/translating a section of the jam handbook as part of the jam?  This
way the events will become more sustainable over time (and it exlpicitly
allows for time to give feedback from the Jam into the communal handbook...)
