[Localization] [sugar] Feature/string freeze exception.

Adding localization at laptop.org to the CC list. In the future, please
keep this list in the loop for string freeze break related decisions.
Translators, please note that there will be some string additions to
the sugar module in the near future. Please update your translations
when that happens.
