Why do we not hear of appropriate recruitment of localizers in target
countries? Surely some of the teachers and students would be
interested in helping themselves out.

This is an issue also for Kreyòl in Haiti, where we would like to
start with standard French, and with Dari (Eastern Farsi in
Afghanistan) and other related languages. It will come up again when
dealing with related languages and dialects of India and various
African countries, and even in English (US vs UK spelling, at least).

Brazilians will tell you that it does indeed matter long term. People
from Portugal talk Portuguese funny. But they can get by in either
direction until we can fix it.
